The 25 July 2017 funders-panel results name the Centre for Integrated Photonics in a proposal to assess semiconductor lasers for fibre-optic telecommunications. The table assigns it £20,883 proposed costs and a £12,530 proposed grant. The qualification above the table makes selection conditional on a grant offer and other conditions. T01

The later UKRI workbook supplies the missing project identifier and status. In the version published on 3 September 2026, project 133181 has four participant rows, all with project status Withdrawn. None has a populated award-offered, cost or project-date cell. T02 T07

A typo that matters.

An earlier exact-name lookup did not find the company. The row actually reads The Centre for Integrated Photoncis Limited. The misspelling is in the source, not silently corrected in our download.

Its company number, 04905488, matches the Companies House record for The Centre for Integrated Photonics Limited. The competition code and project title tie the row to the 2017 proposal. This is an identifier-supported match, not a name-similarity allegation. T02 T05

A reported zero is not a blank. R30778 contains 0. P30778 is absent/blank. We preserve both, and do not turn either into a complete audit of payments across other projects.

What that record does—and does not—establish.

The ownership arrow runs from Huawei UK to CIP. It does not run in reverse, and it carries no grant amount.

Huawei UK’s own PSC page has a no-registrable-person/relevant-legal-entity statement, notified on 28 September 2016. That is not a statement that the company has no owners. This bounded review does not complete the ultimate-owner chain. T04

No PRC-state ownership, PLA relationship or CCP-governance edge is established by this dossier. Those are separate claims requiring separate evidence. No grant-specific party direction, military use or misconduct conclusion is made.

Competition 1607_MM_SEMICON_LO; collaborative R&D record. The three direct participants are IQE, Lancaster University and Sivers Photonics.

Their offered amounts total £255,470, matching the GtR funded value. CIP is not a named participant on these records. That is not an exhaustive vendor or lower-tier search.

The raw 133181 participant label CST Global Ltd (CRN 08731491) is not silently merged with 103444’s SIVERS PHOTONICS LIMITED (CRN SC211759). Those distinct identifiers are retained without a further corporate-identity claim. The GtR 103444 abstract itself uses feasibility-study language; identifiers and fields, not prose resemblance, control the join.

Three findings.
One firm boundary.

  1. Selection: the 2017 competition conditionally selected the proposal and showed £12,530 for CIP.
  2. Status: the later identifier-matched workbook marks project 133181 Withdrawn, reports £0 spend for CIP, and leaves its offer field blank.
  3. Ownership: Huawei UK is separately recorded as controlling at least 75% of CIP shares and voting rights.

These facts do not establish that a £12,530 grant was paid to CIP, Huawei UK or an ultimate parent.

This is a selected status-and-identity case, not a survey of all CIP, Huawei or UK research awards. No claim of hidden transfer, absence of every relationship, security-rule violation or wrongdoing follows from these records. Read the search boundaries.

The negative finding is specific: an advertised proposal is not a verified paid grant. Unlike the empty Duke subaward search in edition 01, the £0 here is a literal reported field—not a number invented from a nonmatch.
